Arizona has more solar companies per capita than almost any state, and that abundance hides the actual problem: finding a competent crew here is easy, and finding a company that designs around the right utility rate plan is not. The second one is worth far more money.
In most states the installer sells hardware and the utility bill takes care of itself. In Arizona the rate plan you land on is the product, and the hardware is the delivery mechanism. A company that cannot name your plan has not started the job.
The Arizona Rate-Plan Fit Test
Arizona’s three major utilities are separate regimes, not variations on a theme, and one of them sits outside the Corporation Commission’s rate jurisdiction entirely. The design consequence differs in each.

Designing for a demand charge is a different exercise from designing for an energy charge. A company that treats all three the same will get at least one of them wrong, and the homeowner absorbs it.

Two Arizona-based companies and two multi-state operators is a reasonable spread. Arizona’s market is dense enough that collecting a fourth quote genuinely moves the price, which is not true in a thin market like New Hampshire.
The Flat-Rate Savings Model
Arizona’s characteristic bad proposal is arithmetically simple and completely wrong.
It multiplies annual production by a single cents-per-kilowatt-hour figure and presents the result as your savings. In a time-of-use state where exported power earns an export credit rather than retail value, that calculation misprices almost every kilowatt-hour in it. Power you consume as you generate it is worth retail. Power you export is worth less. A model that values both identically overstates the outcome, and the overstatement is largest in exactly the summer months that dominate the annual figure.
Three related things a competent Arizona proposal will contain and a lazy one will not:
- Production shaped by hour and season, not just an annual kilowatt-hour total. Arizona’s value concentrates in summer afternoons, and an annual number hides whether the array produces then.
- Heat derate in the production estimate. Panel output falls as cell temperature rises, and Phoenix summers are the extreme case. Ignoring it is optimistic in the season that matters most.
- The battery priced as its own line with its own case. Storage is genuinely valuable under time-of-use and demand structures, which is exactly why it should be justified separately rather than bundled into one monthly payment.
Then compare cash price beside financed price. Arizona’s competitive market produces aggressive financing, and dealer fees ride inside the principal.

What a Demand Charge Does to an SRP System Design
If Salt River Project serves you, this section is the one that matters, and most Arizona solar content skips it entirely.
An energy charge bills you for how much electricity you use. A demand charge bills you for your highest short burst of usage in the billing period. They reward completely different behavior. Under an energy charge, cutting total consumption saves money. Under a demand charge, one hot afternoon where the air conditioning, the oven, and the dryer all run together can set a charge that solar production does not necessarily offset, because the peak may land outside strong production hours or exceed what the array can cover in that moment.
The consequence is specific: on a demand-based plan, a bigger array does not reliably reduce your demand charge. Controlling the peak does. That is a storage-and-controls problem, not a panel-count problem, and it is the single most common way an SRP proposal disappoints a homeowner who did everything else right.
Three questions for any company quoting an SRP home:
- What is my current demand charge, and what does your model expect it to be after installation? Two numbers. If the proposal cannot produce them, it modeled an energy charge.
- How does the system reduce the peak specifically, rather than total consumption?
- How many SRP customers have you installed for, and what did their demand charges actually do?
A company that works SRP regularly will answer without hesitation. A company that treats SRP as a variation on APS will answer about annual kilowatt-hours, which is the wrong quantity.

Not in the traditional retail form. Arizona utilities compensate exported solar through an export credit rather than at the full retail rate, and residential solar customers are generally placed on time-of-use plans. Ask which rate plan and export rate the savings model used.
There is no single answer, because the right company depends on your utility. When comparing solar companies in AZ, weight rate-plan fluency heavily: an installer who models the wrong plan produces a savings figure that never arrives.
They are separate regimes with different rate designs, and SRP is governed by its own elected board rather than the Arizona Corporation Commission. SRP structures for solar customers have historically included demand-based components, which require a different system design than energy-only charges.
More often than in most states. Time-of-use pricing and export credits below retail both improve the case for storing production and using it during expensive hours. It should still be priced as its own line item with its own justification.
Fix the system size and equipment tier, then compare cash prices. Require each company to name the rate plan it modeled, state the export credit separately from retail value, and show a production estimate accounting for heat derate. Those assumptions explain more of the gap between quotes than the hardware does.
Not for a purchased system. The federal residential credit ended for installations completed after December 31, 2025. A lease or PPA provider may access a business-side credit, but the homeowner does not claim it.
