June 1 Moved the Goalposts for Delmarva Customers

Delaware approved new standard offer service rates that took effect June 1, 2026, after regional supply auctions came in high. If you buy your power from Delmarva at the standard rate, here is what changed.

Two consequences. Solar payback in Delaware just got faster, because every self-consumed kilowatt-hour now avoids a bigger charge. And savings projections written before June 1 are stale; make any installer re-run yours at the current rates.

The order matters: grant application before installation, SREC registration at commissioning, interconnection before permission to operate. An installer who has done all three in Delaware is worth more than a cheaper one who has not.

Delaware's stack is generous but paperwork-heavy, and it differs by utility. Every quote should answer these four in writing.

Clause to verify: Does the quote name your utility and its current grant terms, and has the installer confirmed budget is available this cycle?
Clause to verify: Get in writing who files the Green Energy Program application and the SREC Delaware registration, and by when.
Clause to verify: Does the model use the current post-June-1 rates for your utility, and what escalator does it assume? Ask for a re-run at 2%.
Clause to verify: Request the cash price in writing next to the financed total, and compare the gap against the stated interest.

Who Shouldn’t Rush Into Delaware Solar

The grant creates urgency, and salespeople know it. Here is who should slow down anyway.

  • Co-op and municipal customers who were quoted Delmarva math. Delaware Electric Cooperative and the municipal utilities run their own grant and net metering rules. A projection built on the Delmarva program does not transfer; get your utility’s terms in writing first.
  • Anyone told to sign today because the grant is running out. Grant budgets do cycle, but the math either works at current terms or it does not. If funds are exhausted, the numbers without the grant are the numbers; decide on those, not on urgency.
  • Roofs with under 10 to 15 years left. Removing and reinstalling panels mid-life costs thousands no warranty covers. Delaware’s grant does not pay twice.
  • Low-usage homes. A small bill leaves little to offset, and fixed delivery charges remain. The grant softens the entry price; it cannot manufacture savings that are not there.
  • Owners planning to move within several years. The SREC contract and the payback both reward staying put. Selling early transfers the income stream with the house, not with you.

Worth knowing either way: Delaware charges no sales tax on your system because it charges no sales tax on anything, and the federal 30% credit is gone as of December 31, 2025, for purchased systems, so the state stack is the whole stack now. How does the Delaware Green Energy Grant actually work?

Delmarva residential customers get $0.70 per watt, capped at $6,000, off a qualifying system. Your installer files the application with the program before installation, and the grant comes off the project cost.

Funding runs on program budget cycles, so have your installer confirm availability in writing before you count on it.

What are Delaware SRECs worth, and for how long?

Each 1,000 kWh your system produces earns one SREC, sold through SREC Delaware’s annual procurement. Recent pricing has run near $30, and your auction price locks for the first 10 years, with a lower flat rate for the years after.

Registration is separate from the grant and from interconnection. Confirm who files it, because a missed registration is a decade of lost income.

I’m not a Delmarva customer. Do I still get the incentives?

You still earn SRECs and you still get net metering, but the grant differs: Delaware Electric Cooperative and the municipal utilities run their own programs with their own amounts, rules and budgets.

Get your utility’s current terms directly from the utility before comparing quotes, and treat any Delmarva-based projection as the wrong math for your house.

Did the June 2026 rate increase change whether solar is worth it here?

It strengthened the case. Delmarva’s standard offer supply rates rose 19 to 20% on June 1, 2026, about $14.64 a month on a typical bill, and every kilowatt-hour your panels produce now offsets that higher rate.

It also dated every projection written before June 1. Make any installer re-run your savings at the current rates before you sign.
