Pennsylvania Has No Statewide Solar License. Vet Accordingly.

Most states license solar contractors at the state level. Pennsylvania does not, so the vetting a licensing board would do falls on you. Four checks stand in for it, and all four are verifiable before you sign.

  • HICPA registration. Any contractor doing $5,000 or more of home-improvement work a year must register with the Pennsylvania Attorney General, and the registration number belongs on your contract. Verify it through the Attorney General’s HIC line at 888-520-6680 before signing.
  • The local electrical license. Electrical licensing in Pennsylvania is municipal. Philadelphia and Pittsburgh run their own, and your township may too. Ask who holds the license that covers your address, by name.
  • NABCEP certification. Voluntary in Pennsylvania, which is exactly why it is useful: an installer who carries the industry’s benchmark certification chose the scrutiny.
  • Who files your PennAEPS and PJM-GATS registration. That paperwork is what turns your production into bill credits and SREC income. At the recent weighted average of $33.20 per credit, a typical system earns about $325 a year, with spot trades as low as $22.50. Treat it as bonus, never budget.

Four Lines a Pennsylvania Quote Must Show in Writing

Pull your last 12 months of bills and find your utility in the table above before requesting quotes. Then hold every Pennsylvania contract to these four lines.

Clause to verify: Find the HICPA registration number on the contract itself, and check it matches the exact business name you are signing with.
Clause to verify: Does the contract state the total including sales tax? A $19,908 system is $21,102 in most of the state, and more in Philadelphia.
Clause to verify: Does the proposal name your utility and its actual rate? Ask them to re-run the model at a 2% escalator and compare.
Clause to verify: Request the cash price in writing next to the financed total. If the gap is more than the interest explains, that is the dealer fee.

The Pennsylvania Homes Where Solar Comes Up Short

Pennsylvania has no community-solar program to catch the homes rooftop solar cannot serve, so if you are on this list, the answer may be not yet.

  • You use under 500 kWh a month. Small systems cost more per watt, the $15 monthly non-bypassable charge never goes away, and payback stretches to 12 to 14 years. Below that usage line the economics weaken fast.
  • You rent, or your roof sits in deep shade. In most states community solar is the fallback. Pennsylvania’s enabling bills are still in the legislature as of mid-2026, so the realistic alternative is a cheaper supplier contract on PAPowerSwitch, not panels.
  • Your roof has under 10 to 15 years left. Re-roofing under an array costs $2,000 to $6,000 in removal and reinstallation that no warranty covers. Pennsylvania’s older housing stock makes this check non-negotiable.
  • Your electrical service is 100 to 150 amps. Common in older Pennsylvania homes, and connecting solar usually means a $2,000 to $4,000 upgrade to 200 amps that per-watt quotes omit.
  • You plan to sell within about five years. Even Duquesne Light’s best-case 8.7-year payback outlasts your ownership. A transferable lease may fit; an owned system rarely pays you back in time.

What no longer matters here: your federal tax appetite. The 30% credit expired at the end of 2025 and Pennsylvania never had a state credit to lose. The return now runs on your utility rate and your sizing, which is exactly why the checks above matter more than any incentive chart. Weigh it fully in our worth-it breakdown.

What does net metering actually pay in Pennsylvania?

Every kilowatt-hour you export earns a full-retail, one-to-one credit under 52 Pa. Code § 75.13, with generation, transmission and distribution included. Credits roll over month to month.

At the May 31 close of the compliance year, leftover credits pay out at the lower Price-to-Compare. That is why sizing to your annual usage, not your roof, captures the most value.

Is there any Pennsylvania tax break for going solar?

No. Pennsylvania charges its full 6% sales tax on solar equipment and installation, 8% in Philadelphia and 7 in Allegheny County, and offers no property tax exemption and no state credit.

The state incentive is the net metering rule itself, plus a modest SREC market. Budget from the after-tax total, not the per-watt teaser.

What are Pennsylvania SRECs worth?

Your system earns one credit per 1,000 kWh produced, sold through the PennAEPS and PJM-GATS registries. At the recent weighted average of $33.20 a credit, a typical 7 kW system earns about $325 a year, though spot trades have run as low as $22.50.
