- A company doing home work of $5,000 or more needs a Contractor Licensing Board license, and electrical work needs a State Fire Marshal license. Check the company in the CLB contractor search and ask who the licensed electrician is.
What solar costs in West Virginia
Prices are before incentives and financing. There is no federal or state credit, no rebate and no SREC market, and the full 6% sales tax applies. Batteries and roof work cost extra. Compare each quote’s price per watt with these numbers.

Solar incentives, tax breaks and rebates in West Virginia
- Bill credit
- Power you send to the grid earns 12.41¢ per kWh at Appalachian Power and Wheeling Power, and 9.343¢ per kWh at Mon Power and Potomac Edison.
- System rules
- At the four big utilities, home systems are capped at 25 kW and need $100,000 of general liability insurance. Co-op and city utility homes can go up to 50 kW.
- State tax credit
- None. The 2025 Tax Credit Recap Schedule lists no credit for home solar; the old state credit expired on June 30, 2013.
- Rebates
- No state rebate was open when EcoGen checked, and FirstEnergy says it has no rebate for customer-owned systems.
- Taxes
- Sales tax is 6%, with no exemption for solar equipment. Ask whether your quote includes it.
- Federal credit
- The homeowner credit ended for systems finished after December 31, 2025. A lease or PPA owner may claim a business credit through 2027.
- HOA rules
- An association rule recorded after June 8, 2012 that bans or restricts solar on your home cannot be enforced (W. Va. Code 36-4-19).

What to check with your utility
Appalachian Power and Wheeling Power (AEP)
- Tariff N.M.S. credits 12.41¢ per kWh sent to the grid for homes that applied after March 1, 2026 or finished after September 1, 2026.
- The credit has no end date, but changes need PSC approval. It sets no year-end rule: the credit simply stays on your bill. It cannot lower the monthly customer charge or a fixed minimum bill.
- Older homes on full one-for-one credit keep it until March 1, 2051. Apply through AEP's online portal.
Mon Power and Potomac Edison (FirstEnergy)
- The Net Energy Metering Rider credits 9.343¢ per kWh sent out, set only through December 31, 2026.
- Solar power you use at home saves 12.023¢ per kWh in energy charges on the home rate since August 1, 2026.
- The $6.00 monthly customer charge is also the minimum bill. Full credit until 2049 is only for homes that applied by December 31, 2024.
Co-ops and city utilities
- The state rule covers them, with a 50 kW home limit, but each sets its own credit.
- Get the net metering price sheet before you sign. Do not use the AEP or FirstEnergy credit to estimate savings.
Check the company and its warranty
Three names can appear in one solar deal: the company that sells, the company that signs the contract and the licensed people who do the work. Check that they fit together.
- Contract company: look up its license on the West Virginia Contractor Licensing Board (administered with the WV Division of Labor) contractor license, needed for residential work of $5,000 or more, with classes such as Electrical, Residential, General Building and Specialty. Electricians are licensed individually by the State Fire Marshal.. The name must match your contract.
- Electrical connection: Electrical work for hire, including wiring a solar system into your panel, needs a license issued by the State Fire Marshal (W. Va. Code §29-3B-2: https://code.wvlegislature.gov/29-3B-2/), and a company doing residential work of $5,000 or more needs a Contractor Licensing Board license (W. Va. Code §30-42-3 and §30-42-6: https://code.wvlegislature.gov/30-42-6/). Ask who does it.
- Warranty documents: ask for the workmanship warranty, the roof coverage terms and each equipment warranty before you sign.

How do I check a West Virginia solar installer?
Search the company name or its WV license number in the Contractor Licensing Board contractor search. Look for an active license, its expiry date and its classes, such as Electrical or Specialty, and match the name or DBA to your contract. Then ask which State Fire Marshal licensed electrician will connect your system.
Does West Virginia have net metering?
Yes, in a reduced form for new homes. Power you send to the grid earns 12.41 cents per kWh at Appalachian Power and Wheeling Power and 9.343 cents at Mon Power and Potomac Edison. Power you use at home as it is made saves the full price you pay. Co-ops and city utilities set their own credits.
Can I lease solar panels or sign a PPA in West Virginia?
Yes. EcoGen’s cost page says third-party PPAs are legal under House Bill 3310 in investor-owned utility areas. The company that owns the panels may claim a federal business credit through 2027, which can lower your payment. Read the yearly escalator, and ask in writing who keeps the net metering credits.
Are there West Virginia solar tax credits or rebates?
No. The state’s 2025 Tax Credit Recap Schedule lists no credit for home solar, and EcoGen found no state or utility rebate. Sales tax is 6%, with no solar exemption. The federal homeowner credit ended for systems finished after December 31, 2025, so a quote that subtracts it is out of date.
