New Hampshire Solar: Who Sells Your Power Decides the Credit

A typical New Hampshire home system is 9.87 kW and costs about $28,820 in cash at $2.92 per watt, with no sales tax. At Eversource, the largest utility, it pays for itself in about 9.9 years on default supply, simple payback before incentives. On Liberty’s default supply it takes about 9.6 years in our older model, and about 16.3 years if a community power program sells your power instead.

New Hampshire’s supplier choice: who pays for the solar power you send out?

Your utility always delivers the power. You can buy it from the utility (default supply), from a community power program run by your town, or from a competitive supplier. At Eversource, Liberty and Unitil, that choice decides most of your export credit.

Default supply 23.04¢ at Liberty

  1. Each month, power you send out beyond what you used becomes a dollar credit.
  2. The utility credits all of the supply and transmission charges, plus 25% of distribution.
  3. Unused credits roll forward to later bills.

Community power or a supplier 7.20¢ at Liberty

  1. The utility credits only transmission and 25% of distribution.
  2. Any payment for the supply part comes from the company selling you power, on its own terms.
  3. The Community Power Coalition of New Hampshire pays its net metered homes nothing for it.

If community power enrolled you by mistake

Community power programs enroll homes in their town automatically. Homes marked as net metered are left out, but mistakes happen. Since August 18, 2026, state law lets a solar customer enrolled by mistake return to the utility’s default supply and get up to 4 months of missed credits.

Read the supply line on your bill before your system is switched on, and again after. If it names a company other than your utility, ask that company in writing what it pays for the solar power you send out.

The Community Power Coalition of New Hampshire recommends that its net metered customers stay on the utility’s default supply.

How we calculated this
  • Output: 9.87 kW × 1,319 kWh per kW = 13,019 kWh a year.
  • Eversource: power used at home or netted within the month is worth 22.75¢ (Eversource’s 25.95¢ average price, less its $19.81 monthly charge). Eversource homes reported 13.2% of their solar power left over at month end, credited at 19.956¢ on October 1, 2026 default-supply rates. Savings: $2,914 a year. $28,820 ÷ $2,914 = 9.9 years.
  • Co-op: power used at home is worth 21.95¢ (the co-op’s 26.67¢ average price, less its $29.00 member charge), and each kWh sent out earns 14.662¢. At a modeled 40% used at home, savings are $2,288 a year, so 12.6 years. The share is modeled because too few co-op solar homes are in the reported data: at 55% used at home it is 11.9 years, at 28% it is 13.3 years.
  • Average prices are EIA’s 12 months to July 2026. The leftover share is what Eversource reported to the EIA, not measured at your meter. These two figures count no upkeep and no price rises.
  • Liberty, older model. Used at home: 5,208 kWh × 28.74¢, Liberty’s Rate D price from August 1, 2026 = about $1,497 in both cases.
  • Sent out: 7,811 kWh × 23.04¢ = about $1,800 on default supply, or × 7.20¢ = about $562 on community power.
  • Liberty upkeep: $30 per kW a year, $296.10, including an inverter reserve.
  • Payback: $28,820 ÷ (savings − upkeep). No financing, rate changes or panel aging.
  • Power you send out first cancels power you take later in the same month, so the 7.20¢ case is the cautious end. The 40% home-use share is a planning assumption from research, not a New Hampshire measurement.
  • Liberty and Unitil are not yet in our per-utility figures. Ask your installer to run the numbers on your own utility’s rates.

Eversource, Liberty, Unitil or the New Hampshire Electric Co-op?

Three utilities follow one state formula, each on its own rates. The electric co-op sets its own solar rate. The big number is the credit on default supply.

Eversource

19.96¢ per kWh sent out

Rate R homes pay 25.76¢ per kWh plus $19.81 a month, at rates as of October 1, 2026.

Also: a home battery incentive of up to $3,000.

Liberty

23.04¢ per kWh sent out

Rate D homes pay 28.74¢ per kWh, from August 1, 2026. The application to connect costs $200 for systems up to 25 kW.

Next: the supply rate runs to January 31, 2027, so the credit moves then.

Unitil

20.63¢ per kWh sent out

Built from 14.348¢ energy, 4.662¢ transmission and 25% of 6.460¢ distribution, at rates as of October 1, 2026.

Next: ask Unitil for its connection fee and your current rates.

What the 2040 date protects, and turning credits into cash
  • A system that gets its net metering allocation now is billed under this formula until December 31, 2040, for home systems up to 100 kW.
  • The Public Utilities Commission kept the formula and the end date in an order of November 18, 2024. Docket DE 22-060 is still open and includes whether to credit exports at a lower supply rate. No order had changed the credit when we checked.
  • The date protects the formula, not the cents. When supply, transmission or distribution rates change, the credit moves with them.
  • A credit balance above $100 at the end of March can be paid out on request. State law also allows a payment every three months for a balance above $25.

If New Hampshire Electric Cooperative sends your bill

The co-op measures power in and power out separately and does not net them over the month. Solar power you use as it is made never reaches the meter, so it saves the full rate.

How we got these numbers
  • 9.87 kW is the median size New Hampshire homeowners installed in 2025 (Berkeley Lab, 339 systems). Size yours to your own use.
  • Output uses the Cost Index figure of 1,319 kWh per kW a year. Shade and snow cover lower it.
  • $2.92 per watt is $0.03 above the $2.89 US average. A system you own gets no federal tax credit after December 31, 2025.

How the town exemption and the battery incentive work
  • Each town’s vote decides whether solar is exempt and how much. Manchester adopted the exemption on February 3, 2015, at 100% of the equipment’s assessed value. In a town without it, a solar system can be added to your assessment.
  • Home batteries have a separate local option, RSA 72:85. Ask your assessor whether your town adopted it.
  • The Eversource battery must be an approved Enphase or FranklinWH model bought after October 1, 2022. Eversource draws on it about 40 times a year, June through September, between 3 and 8 p.m., and never below 20%. A check arrives within four weeks of acceptance. Funds are limited.
  • The battery loan runs through the National Energy Improvement Fund, first come, first served. Liberty’s own battery program is closed to new applicants.
What New Hampshire does not offer in 2026
  • A state rebate: permanently closed. Senate Bill 303 of 2024 repealed the program.
  • A state tax credit: New Hampshire does not tax wages, and its tax on interest and dividends ended on January 1, 2025, so there is no income tax for a credit to reduce.
  • The 30% federal credit: not for a system you own placed in service after December 31, 2025.
  • Plug-in solar in 2026: the law allowing one plug-in unit of up to 1,200 watts per home starts on January 1, 2027. It earns no credit for power sent out.

New Hampshire Solar FAQs

Does joining community power change my solar credit?

Yes, at Eversource, Liberty and Unitil. Your utility then credits only transmission and 25% of distribution: 7.20¢ per kWh at Liberty instead of 23.04¢. The Community Power Coalition of New Hampshire pays its net metered customers nothing for the supply part and recommends they stay on default supply.

Is New Hampshire net metering ending?

Not for a system connected now. The credit formula holds until December 31, 2040. The cents per kWh still move when rates change, and the Public Utilities Commission has an open case, DE 22-060, on whether to credit exports at a lower supply rate.

Does New Hampshire have a solar rebate or tax credit?

No. The state rebate is permanently closed, New Hampshire has no income tax on wages for a credit to reduce, and the federal credit ended for systems you own placed in service after December 31, 2025.

Will solar panels raise my property taxes?

They can. Each town decides whether to exempt solar and how much. Where it does, apply to your assessor by April 15 on Form PA-29. Where it does not, the system can be added to your assessment.

I am a co-op member. Do the same rules apply?

No. New Hampshire Electric Cooperative credits 14.662¢ for each kWh you send out and does not net your use over the month. On another supplier, its 10.546¢ Co-op Power part is not paid, which leaves about 4.1¢.
