Puerto Rico Solar Panel Prices: Why Nobody Posts One

Nine of ten rooftops here carry a battery, which is what makes an island quote impossible to compare with a mainland one. Start from the rate instead: 29.24¢ per kilowatt-hour, and the reason it just fell.

The Cost of Solar Panels in Puerto Rico

Puerto Rico is the one place in the United States where you cannot look up what solar costs, because no installer on the island posts a price. What you can look up, to the seventh decimal, is what you are paying for electricity instead: 29.24¢ per kilowatt-hour, made of a 8.648¢ base charge and 20.591¢ of riders, under Energy Bureau Order 46203 for July through September 2026. That number fell 2.66¢ on July 1, and the reason it fell has nothing to do with cheaper power. Understanding both halves of that sentence is most of what you need before you take a single quote.

What a Kilowatt-Hour Costs Here Right Now

Your bill is not one rate. It is a small base charge plus a stack of riders that the Energy Bureau resets every three months, which is why an islandwide figure quoted without a date is close to meaningless. Here is the current stack, in cents per kilowatt-hour.

Read the last three rows together and the story is plain. Two riders expired, worth 3.41¢ between them, and that is the entire drop. Underneath them the cost of buying power from third parties went up 0.617¢, and fuel barely moved. Your bill fell because two charges finished, not because the island got cheaper to run. A household using 800 kWh a month saw about $21 a month leave the bill, roughly $255 a year, and that is $255 of savings solar no longer has to go and find.

There is a $8.00 monthly customer charge on top, which solar does not remove no matter how much you generate. Anyone modelling your payback against the widely repeated “$0.26 per kilowatt-hour” figure is using the January to March press number, which was never the all-in residential rate and is now two quarters out of date.

Nine Out of Ten Roofs Here Buy a Battery

Puerto Rico pricing is incomparable to mainland pricing for one reason: nearly every system here includes a battery. At the end of 2025 the island had 191,929 rooftop solar systems and 171,372 distributed batteries. That is an attachment rate near 89%, against roughly one in ten on the mainland. Total storage stands at 2,864 megawatt-hours, which works out to about 16.7 kWh per household, or a Powerwall and a half.

So when you compare a San Juan quote to a number you read on a mainland site, you are comparing a solar-plus-storage system to a bare array. Storage is frequently the largest single line in an island quote, and it is the line most likely to differ between two bids for the same roof. Ask for the array and the battery to be priced separately before you compare anything to anything.

Rooftop solar now accounts for 20% of the island’s generating capacity, with about 3,850 systems added every month through 2025. The 1,456 megawatts installed across those 191,929 systems averages 7.6 kW per system, and because that pool includes commercial roofs, a typical home sits below it. Why No Installer Here Will Post a Price

In August 2026 we checked every solar company in our Puerto Rico database against its own website: Power Solar, WindMar Home, Máximo Energy and ProSolar Systems. Not one of them shows a system price, a cost per watt, a system size, or a sample monthly payment. Power Solar names its financing partners and routes you to a consultation. WindMar links a financing page carrying no figures at all. This is not an oversight by four companies at once. It is how the island market works, and there are three reasons behind it.

  • Almost every system includes storage, and storage is the variable. Battery capacity, chemistry and inverter pairing swing the total far more than panel count does, so a single headline price would mislead nine buyers out of ten.
  • Roof and structural work is priced per house. Hurricane-rated attachment, older concrete roofs and re-roofing before mounting are common here and land in the same contract.
  • The main incentive is rationed, not automatic. Whether you get it changes your net cost by thousands, and no installer can promise you a place in the queue.

The one published benchmark is a reported $3.00 per watt for panels alone, from a single mainland source, SolarReviews. It excludes the battery that nearly nine in ten island systems include, so treat it as a rough floor, not a quote.

There is no sourced islandwide price to give. The arithmetic below runs on your own bill and whatever quote is in front of you.

The Math You Can Do Before Anyone Quotes You

You do not need an installer to work out what a system has to beat. Take your last bill, find your monthly kilowatt-hours, and multiply by 29.24¢. That is what your power costs today. A home on 800 kWh a month is spending about $234 on energy plus the $8.00 charge, near $2,900 a year.

Now take any quote you are handed and divide. The table below runs the $2,808 a year of energy charges solar can actually offset against a range of quoted prices at two offset levels, because how much of your bill a system actually erases is the variable installers differ on most. Simple payback, no financing, no escalation.

Two things fall out of that table. Rising rates shorten every row, and a rate that just dropped 2.66¢ lengthens them slightly. And the offset column matters as much as the price column: a cheaper system that only covers 70% of your usage can pay back slower than a dearer one that covers 90%. Make every bidder state the offset they are promising, in kilowatt-hours, next to their price.

The Benefit That Arrives After the Install, Not Off the Sticker

The federal residential credit is the change most quotes have not caught up with. Section 25D is $0 for any system whose installation is completed after December 31, 2025, under Public Law 119-21. If a salesperson subtracts 30% from your total on that basis, the quote is wrong and so is the payback attached to it. What Puerto Rico has instead is a stack that pays over time rather than at signing, and it is genuinely strong.

  • Net metering at full retail value. Act 114-2007, as amended by Act 10-2024, credits exports at the full retail rate and bars the Energy Bureau from revisiting the tariff until 2031. At 29.24¢ that is the most valuable export treatment in the United States. The Financial Oversight Board sued to nullify the 2024 amendment on July 26, 2024 and that case is still live, so the protection is strong but not beyond challenge.
  • Programa Incentivo Solar, 30% up to $15,000. Rationed by ticket rather than granted on application, and it requires an authorized installer to be engaged first. We could not confirm current ticket availability: incentivosolar.pr.gov refused our requests when we checked on August 16, 2026. Call 787-522-2000 and confirm your own position before you count a cent of it.
  • Battery payments from LUMA. The Customer Battery Energy Sharing programme moved from pilot to a full FY2026 to FY2028 programme and pays $1.00 per kilowatt-hour delivered during grid events, through five approved aggregators. On the island’s 89% attachment rate this is a real return on the most expensive part of the system.
  • Act 83-2010 exemptions. Sales tax (IVU) and property tax exemptions on qualifying equipment, which reduce the total without appearing as a rebate.

The shape of that stack should change how you read a bid. A quote leaning on an upfront discount is describing a world that ended in December. A quote built around retail-rate export credits and battery dispatch income is describing the one you actually live in. Who Should Wait in Puerto Rico

  • Anyone handed a quote that still subtracts the 30% federal credit. The arithmetic is wrong by thousands and the payback attached to it is fiction. Ask for it to be rebuilt before you compare it to anything.
  • Roofs that need work first. Mounting onto a roof with a few years left means paying to remove and reinstall the array later, and that cost is rarely in the original bid.
  • Buyers counting on Programa Incentivo Solar before confirming a ticket. A $15,000 assumption that does not arrive is the difference between the top and bottom rows of the table above.
  • Anyone being sold a battery with no dispatch plan. If nobody has mentioned an aggregator or the Customer Battery Energy Sharing programme, the most expensive component in your system is doing one job when it could be doing two.
