The Rules Since 2020: Retail In, Avoided Cost Out

Under the LPSC’s 2019 general order (effective January 1, 2020), all commission-regulated utilities bill solar homes at retail for what they draw and credit exports at avoided cost, the trailing 12-month average wholesale energy price, updated annually, with credits carrying forward and cashing out on the final bill. The 2026 residential export rates on file include Entergy Louisiana at 3.86¢ per kWh (effective April 1, 2026), with Cleco and the other utilities filing their own figures in the same range. One carve-out matters: Entergy New Orleans, serving about 9% of the state’s homes, is regulated by the New Orleans City Council rather than the LPSC, so Orleans Parish residents should confirm their own rules before using any number on this page.

The math punishes exports, but Louisiana’s load curve fights back. Air conditioning drives the state’s enormous consumption, and it runs hardest in the same hours panels produce hardest. A household using two-thirds directly (a realistic figure for an AC-heavy home) and exporting the rest at avoided cost models closer to $1,420 a year, around 18 years. Hold bids to the $2.68 benchmark, rank 11 nationally, and demand itemized reasons for anything above it. Roof condition is non-negotiable in hurricane country; if the decking or shingles have under 12 years left, reroof first. One more financing note: solar leases are explicitly allowed in Louisiana while PPA status is unclear, so a lease is the practical third-party route to the federal 48E credit now that the residential credit is $0 for host-owned systems whose installation is completed after December 31, 2025.

  • Mild-usage homes. Without the big AC load, you lose both the self-use alignment and the offset volume; the math thins fast below about 900 kWh a month.
